Not able to to find anything else to explain how to prevent Outlook from composing messages in RFT format or as MS calls it. I did find the registry setting to set Outlook to format messages as HTML and passed out that registry change as well but it only sets the default format and doesn't prevent the user from selecting RTF. All the other clients have O365 Business subscriptions and they are not affected by this restruction. I applied the policy which was passed along to all clients on the network, but I am the only one that has an O365 E3 subscription and thus I am the only one that is affected by this.
